Sounding like V for Vendetta, this 144 page graphic novel from Image Comics has been picked up by Persistent Entertainment and is set in an alternate 21st Century London where religion and corruption reigns.. and then there's the bubonic plague. I can't find any director or writers attached but it's tentatively slated for 2011.

Ring of Roses is set in London in the 21st century, but it's a London we wouldn't recognize. The Church rules England with an iron hand but has begun to lose its grip. Times are tense. Then six high-powered priests are brutally murdered on the Thames. Samuel Waterhouse, the flamboyant barrister hired to investigate, soon realizes he is out of his depth. So he hires a hardened criminal, William Barnett, to assist him. Barnett rams through a delicate web of conspiracy like an express train through a scout troop's tent. Meanwhile, the bubonic plague breaks out and thousands are dying. Throughout all this chaos, Waterhouse and Barnett are treading on the toes of the immensely powerful figures behind the scenes.

As the writer of the graphic novel, and co-writer of the story, I can tell you that the movie shifts the action from London to New York - but in a very different America to the one we all know. The characters and dark atmosphere that pervade the original remain - as does the bubonic plague.
